The garbage war: China gets away with our recyclable trash

The garbage war; Chine get away with our recyclable trash.

Here, our government got the good idea to make mandatory that our domestic garbage got recycled wherever possible.
So the city of Montreal started to distribute recycling bin to every house. The citizen just had to fill it with paper, cardboard, ferrous and non ferrous metal and plastic directly in the recycling bin. The classification would take place after collection. That was supposed to cost almost nothing to the tax payer because the value of the recycled material would pay for the collection and processing. Future belongs to recycling. At least that was the idea.
Unfortunately the traditional trash collection went up substantially. Basically waist management company had to do the same work, but in double. One for the real trash, and another for the recyclable material. So the cost per ton went up substantially.
The recycling company had totally underestimated there operation cost. And the separation of all different material was a lot more labor intensive than initially estimate. So the provincial government say that they would subsidize the recycling company because it was a popular politic. So the tax payer ended up paying a healthy bill for those experiments.
But that was not enough, the provincial government started to finance 100% of the salary of the people who do the recycling, thru employment creation program. The problem is that, once separated the quality of the different material is not good enough for our local costumers. The paper still contain too much plastic, the plastic is contaminated by glass, the ferrous metal by non ferrous and so one. About 25% of the recycled material was ending up in the landfill until lately. That was before the Chinese started to buy this material, ship to China and reclassifies it locally, and uses it as raw material for they own industry. They can afford it because the extreme low salary of the unskilled Chinese worker. But the Chinese want more now, they are buying all our recycled material in bulk, not separated, they can classified it for much less with there cheap work force. For the packaging of there products, they need the same percentage of recyclable material as us, if they want to export over here.
To take an example, our traditional user of old paper for making cardboard say that they don’t find enough old paper to fulfill the mandatory percentage of recycled material. So a few of our local traditional cardboard mills are on the verge of bankruptcy, because of the Chinese presence as buyers of recyclable material.
As a tax payer, I heavily subsidizes about every step of my local recycling programs, but who benefit from it at the end? the Chinese! And now our traditional recycling companies are going out of business because of the presence of the Chinese buyers. This is what is pissing me off. The Chinese are even stealing “our garbage”. This is creasy!!!
I think that this little example really show the distortion of the economy by the Chinese low currency. Considering the considerable cost of transport involve, this is economically sustainable only because of the outrageously devaluated of Chinese currency. Who is going to be strong enough to force the Chinese to revaluate there currency in respect of the thru force of the free market?
