This is about forcing parents to give up packing a lunch for their kids, so the schools can make a few bucks selling their crap. Just like how you cant bring your own popcorn into the movie theater.
If the state was truly concerned about the health of children, they would monitor the children who eat at McDonalds.

Better set an example of that horrible parent before others get the idea they can care for their children as unique individuals in a way that best manages the resources they have.
