Don’t they owe a fair chunk of that amount to the romanians?
It’s too bad that they don’t give the romanians all their gold back and challenge the Fed and BofE to do the same for all the countries, like the Netherlands and others who are supposed to have gold at the Fed and BofE but who almost certainly have nothing.

will (i ask as a monetarily naive person) the world split into those nations who are determined to stabilize their money via physical, testable gold, and those nations that prefer to continue with faith backed by the military as the basis for money?

PEANUTS ! Come on ! Its peanuts. It should be 32 million ounces. This is just small change when you think taht Russia has what in reverses ? 500 billion or 600 billions in US dollars ? It is quite a ridiculous amount when you think . It represents maybe 2% of Russia’s central bank reserve.
